No, unused API calls do not carry over to the next billing period, they reset every month. For example, if your plan includes 1,000 API calls per month and you consumed 500 calls in the previous month, this month you will still have 1,000 API calls available, as the unused calls do not accumulate or carry over.

Yes, you can cancel your subscription at anytime. You can do this from the "Cancel Subscription" button within the publisher settings in your account. When you cancel your subscription, your current API Calls will still be accessible until the end of the original billing cycle. The subscription will no longer renew.
